An excellent report on the September 18,  2012 meeting of the TWIC Stakeholder Communications Committee (TSCC) is posted on the website of the Facility Security Working Group at http://fswg.org/files/D3DF00000/Notes%20from%20TSCC%20meeting%209-18-12%20_.pdf.  The notes are provided by Walter Hamilton, Facility Security Work Group (FSWG) Advisor of the International Biometrics & Identification Association (IBIA). I believe that fswg.org is one of the best places on the Internet to track news on TWIC.

Below are some highlights from this report. The MTSA community needs to read the report in its entirety, as well as to frequently visit this excellent site.

The TWIC Stakeholder Communications Committee (TSCC) is an outreach effort on the part of TSA. The TSA, the U.S. Coast Guard and its contractors meet with the TWIC Stakeholder Communications Committee (TSCC) on a quarterly basis to discuss program status and stakeholder concerns.

  • News on EED’s - As of 09/14/12, 3,061 TWIC Extended Expiration Date (EED) cards have been processed;

  • News about a new DHS TWIC Working Group – DHS has formed a high-level policy and strategic planning group with representation from  TSA, FEMA, DHS, CBP and the U.S. Coast Guard;

  • Discussion of TSCC membership – membership may be expanded;

  • Discussion on the Secretary’s interest in the elimination of the second visit to the enrollment center;

  • News on the Qualified Technology List (QTL) program – TSA is hopeful that they will be able to publish an initial QTL later this year – in parallel with the publication of the NPRM;

  • Card failures – TSA is investigating, and a team is working on a report;

  • TWIC NPRM - The NPRM concerning the use of TWIC readers has been developed and is currently going through high-level approval and review.
